Salary and wages are sensitive topics, can an employer prohibit employees from discussing these matters?

 

No.  Generally, the National Labor Relations Act (NLRA) which provides the right for unionization, also provides the right for employees (whether unionized or not) to discuss the terms and conditions of employment.  Although these may be sensitive topics, employers will find themselves on the wrong side of the law if they ban such discussions.
