What does hairstyle have to do with discrimination?

The Pennsylvania Human Relations Commission (PHRC) – the state agency charged with enforcing anti-discrimination laws - recently updated its regulations.  The regulations now reflect that the term “sex” can include pregnancy status, breastfeeding status, sex assigned at birth, gender identity or expression, affectional or sexual orientation and differences in sex development.  Similarly, the definition of “race” now reflects traits that are historically associated with race, including hair texture and hairstyles.  Finally, the term “religious creed” will now encompass all aspects of religious observance, practice and belief.
